About Us

Our Why

The AZ LE Foundation is a registered 501(c)(3) nonprofit organization dedicated to ensuring that law enforcement officers receive the training and resources they need to protect their communities and return home safely each day.

Too often, departments are unable or unwilling to fund specialized defensive tactics training requested by their officers. We exist to close that gap by providing financial assistance for essential courses that enhance officer safety, performance, and confidence in the field.

We hold quarterly lottery-style to provide financial assistance to officers, made possible through the generous support of our donors.

In addition to supporting individual training, the AZ LE Foundation hosts seminars, hands-on workshops, and professional development conferences focused on defensive tactics, use of force, and arrest techniques. These events bring together world-class instructors and public safety professionals to share best practices, build networks, and strengthen the overall standard of training in law enforcement.

At the heart of it all will continue to be our monthly Open Mat events at gyms throughout Arizona. These Open Mat events are open to all to strengthen the relationship between public safety and their communities.

The AZ LE Foundation stands committed to empowering officers through education, promoting safety through preparedness, and building stronger, safer communities across Arizona.

Training We Support

The AZ LE Foundation is dedicated to empowering law enforcement officers through access to professional, realistic, and ethically grounded training. We believe that well-trained officers make safer decisions, build stronger community relationships, and return home safely at the end of each shift.

Our support focuses on three key areas of skill development: Defensive Tactics, Combatives, and Use of Force.

Defensive Tactics

Defensive tactics training equips officers with practical, controlled techniques designed to protect themselves and others while safely resolving confrontations. These courses emphasize situational awareness, balance, control, and communication, drawing from proven disciplines such as martial arts and grappling.

The goal is not to teach officers to fight, but to de-escalate, control, and protect — reducing injuries and improving outcomes for everyone involved.

Combatives

Combatives training focuses on close-quarters control and survival skills when distance and verbal communication are no longer effective. Drawing from Brazilian Jiu-Jitsu, wrestling, judo, and boxing, combatives instruction teaches officers to manage physical encounters with calmness, efficiency, and respect for safety.

By emphasizing control over confrontation, this training helps officers use leverage, positioning, and composure to safely manage resistance — protecting both the officer and the individual being detained.

Use of Force

Use-of-force training helps officers make sound, ethical, and legally justified decisions under pressure. It covers the full range of actions an officer may take to protect themselves and others when de-escalation alone is not sufficient.

Proper instruction reinforces the principles of necessity, proportionality, and accountability, ensuring that officers apply only the level of force required to resolve a situation safely and lawfully. Through this training, officers strengthen their judgment, professionalism, and community trust.

Steve Barnes is a law enforcement officer with over a decade of experience dedicated to training, service, and community safety. He began his career in Northern California, where he served as a SWAT operator and defensive tactics instructor before lateraling to Arizona.

Steve Barnes is a law enforcement officer with over a decade of experience dedicated to training, service, and community safety. He began his career in Northern California, where he served as a SWAT operator and defensive tactics instructor before lateraling to Arizona.

Steve is currently a Defensive Tactics Master Instructor, Firearms Instructor, and Brazilian Jiu-Jitsu Black Belt. His passion for officer safety and continuous improvement inspired the creation of the AZ LE Foundation.

David Burke is a dedicated Arizona law enforcement officer committed to both public safety and community engagement. In 2024, he organized the first Police & Fire BJJ Fundraising Tournament, uniting 24 agencies and raising over $6,000 for local charities. A Defensive Tactics Instructor and Brazilian Jiu-Jitsu purple belt, David mentors of

David Burke is a dedicated Arizona law enforcement officer committed to both public safety and community engagement. Adam Sebouai is a dedicated law enforcement officer with a strong commitment to advancing combatives education within both the law enforcement community and the public. He dedicates his time to competitive shooting, boxing and grappling. Adam is currently a Field Training Officer and certified Defense Tactics Instructor, as well as a blue

Adam Sebouai is a dedicated law enforcement officer with a strong commitment to advancing combatives education within both the law enforcement community and the public. He dedicates his time to competitive shooting, boxing and grappling. Adam is currently a Field Training Officer and certified Defense Tactics Instructor, as well as a blue belt in Brazilian Jiu Jitsu. Adam’s involvement with the foundation stems from his belief in empowering officers to enhance their hands-on capabilities, ensuring greater safety, confidence, and professionalism in the field.
